i need to know what language this is
and what it means?

seems arabic? or am i wrong?

It's not arabic. Looks similar, but no, not arabic. Arabic doesn't have any gaps between the letters in the words, and quickly checking the arabic alphabet, none of the letters match theirs. (Well, it doesn't look similar at all, in the end

)

It looks much more like J.R.R Tolkien's scripture from Lord of the Rings, Tengwar. After reading up on it a bit, I'm pretty sure it is Tengwar, the letters are exactly same. Writing in the language looks pretty tricky tho.
